Mystery House and garden decor ….. What are these?

I posted a link to the image on the bottom. I have these available for free and I love them, but I 'm not sure what they are. The previous owner said she used it as a bird bath, until the target in the shell peeling so I do not think they're safe water noticed. They are about 18 cm high. Most likely for a potted plant, something like a fern. Green and whispy, something that drape.
